You are typically supposed to be in Malaysia by the time your application is at 40-50% because that’s right after when VAL is issued

I will recommend that you contact your school and see if they have any assistance/advise for you. You can also check if there’s an international student office in the uni which can advise you about the process.

Once you pay to the Uni, they need to get a Personal Bond form (which is the document that goes to Immigration to show that you’ve paid).
