The director of visa processing unit in my univ UCSI said that

I had checked with the Immigration Officer yesterday. Your VAL approve. EMGS will update your application in estars portal asap.

But why EMGS taking so long time to release the document?

Please EMGS help us to expedite. I am joined this January intake. My course has been started. Any idea?

Have you checked the application tracker on the website? If VAL approved you can just go and download it by yourself

Mine is not yet done. My un submithe appeal on 15/12/2017. Last 18/12/2018 the EMGS said that they need required additional ducoment so the date was changed. Until now there is no progreesion at all. How about yours? Is it suddenly approved after the appeal?
