You need to send an email or call the international office of your previous institution and ask them to cancel you expired val because without it emgs can’t process your new application! Do it at your latest as it takes 1 month and make sure you send them your new offer letter of your new institution

Hi Sabit,
You were supposed to cancel the visa before exiting the country. We advise that you liaise with your current institution for further assistance. Kindly note that the approval to issue you with a VAL is solely at the discretion of the Immigration Department.
