You need to send an email or call the international office of your previous institution and ask them to cancel you expired val because without it emgs can’t process your new application! Do it at your latest as it takes 1 month and make sure you send them your new offer letter of your new institution
I assume when you left Malaysia, you had informed the university so that they would send a cancellation request to the immigration departmentOtherwise, if you have registered at the university then left the country without informing the university, you are running the risk of the university reporting your absence to the police and mmigration department which will cancel your visa, forfeit your personal bond, prevent you from applying for a new visa or a new university and hold you accountable. This is as far as the regulations. However, if you have left the country in coordination with the university, then the Visa issues should have been handled by the university either by deferring your study or cancelling it. Better for you to call the international office at your university and get clarifications.
