My eVAL new application progress is currently stuck at 45 %, and I have been checking for the update multiple times on the website.

Hi Ryuta,
W are processing the VAL appeal application. Once the vetting of the documents is complete, the application will be submitted to the Immigration Department for the issuance of the VAL. The approval is at the discretion of the Immigration Department.
