U can download eval normally from the website on pc not phone from track application
The pending documents to be processed when you arrive to Malaysia within one week-

The eVAL can be downloaded on your PC via the EMGS application tracker: https://visa.educationmalaysia.gov.my/emgs/application/searchForm/
You are required to key in your Passport number and select your nationality in order to retrieve your application record.
