I have been trying to register for my uni online course using the EMGS approval letter but Im being told by my uni that

Hello,
I applied for visa back on January and got my VAL in March but requested to change the SEV location as I can’t go to my country ( this was done before the lock down), and my visa been stuck at 60% since then.
