I mean never observed a case like this…after VAL approval and download again in progress with EMGS

If you Jordanian you can go to Malaysian embassy and they will give it to you but you need to take your passport with you

No.. only you can download from EMGS portal.. wait 2 to 3 days from VAL approval date.. dont go to Embassy till you download it.. and take your Offer later with you + 2 personal photo
