After getting yout eVal, you should apply SEV via online by eVisa or go to the nearest Embassy of Malaysia in your area. I think you can book your flight once you have eVal. It doesn’t take long to obtain SEV if you do in online via eVisa. Only 2 working days.

Idk about ur last Q, but in average it takes 10-15 days. Don’t buy the ticket, ik people who missed their flight cuz they were hasty

Don’t buy a ticket without getting your eVAL. Once you get it, you can book as SEV will take only few days.
