my renewal application is stuck at 80% for 1 month. is this normal?

Hi EMGS. I got a new passport and soon i have to renew my student pass. Is it compulsory to transfer my current student pass from the old passport to the new one before i apply for the renwal? If yes, how can do the transfer?

  If you have obtained a new passport, it is recommended that you transfer the Student Pass to the new passport. The application for the Student Pass endorsement can be done through your respective institution.
