My application was pending payment and now it is ‘cancelled’. does this meanI can start a new application?

Dear EMGS, my payment was not processed. It said ‘failed security check’. I wonder if it’s because my shipping and billing address is in a country different from my home country. Now the application is ‘pending payment’. Passport no. 14928189
