I’m from Philippines and just like Indonesia, we are not required visa for entry. However, it says on EMGS website and even on eVal that SEV is still required. And when I landed Malaysia, the immigration officer was confused and asked me why I applied for SEV because SEA countries don’t need one. So there, some rules are uncoordinated.
If you are from a country that requires a Single Entry Visa (SEV) to enter Malaysia you are required to proceed to the Malaysian Embassy in your home country and apply for the SEV upon receipt of the eVAL. You may refer to the link https://visa.educationmalaysia.gov.my/guidelines/sev-required-countries.html for the list of SEV required countries.
