Hi Mohamed,
Please be informed that the Immigration Department does not convert Social/Visit Visas into Student Passes. As such, the applicant is required to exit Malaysia and apply for the VAL whilst in his home country. The application will be rejected if the applicant remains in Malaysia during the application process.
