Once the application has been submitted to the Immigration Department, it will take 7-10 working days for the issuance of the VAL. However, the approval is solely at the discretion of the Immigration Department.

The processing of a VAL application takes approximately 14 working days. However, the approval is solely at the discretion of the Immigration Department.

Seems like this is talking about your current student pass. Check with your institution. They should have cancelled your old pass and made sure you exited the country before applying for a new one.

We are unable to guarantee that the VAL will be approved or rejected as the decision is solely at the discretion of the Immigration Department. If you already have a visa, you are required to cancel it prior to the submission of your new application. We advise that you liaise with your institution for further assistance.
