No, when u reach 70% you’ll get the val and then you can travel to Malaysia and compete the remaining there .. from 70% till 100% is post arrival

You can arrange for your travel to Malaysia once your application status changes to 70% or 80% (for applicants enrolling in public universities). However, if you are from a country that requires a Single Entry Visa (SEV) to enter Malaysia you are required to proceed to the Malaysian Embassy in your home country and apply for the SEV upon receipt of the eVAL.
