I think there no specific time and it depends on if additional document that is required which also delays the process

35% indicates that your documents were submitted to the Immigration Department for VAL approval. Hence, you would have to wait until Immigration completes your application process.

After 35% it goes to 70% which means you can travel. So basically one more step

Nah thats an old format from pre covid situation so dont 100% trust the day period ok
