Hi Abdulla,
Since you are planning to change institution, you will need to wait until the VAL is issued. You will be required to use the VAL and SEV (if applicable) to enter Malaysia since your visa would have expired. However, at present, the Immigration Department is not issuing VALs to international students outside Malaysia.

Hi Abdulla,
The current movement control order (MCO) is until the 12th of May 2020. However, we are unable to confirm when the travel ban will be lifted, to allow foreigners to enter Malaysia. As such, we are unable to advise whether you will be able to travel before the expiry of the Student Pass.
