Hi Abdirizak,
If the institution told to exit because you failed, then it means you were expelled. If that is the case, you will have to apply as a new student. This means you are required to exit Malaysia and wait for the VAL whilst in your home country. We advise that you discuss this with your institution to get more clarification.
