On which basis you claim this? If they are not issuing eVal to Afghans then why are they accepting applications? Irrelevant claim!!!
Afghans are not required to have SEV based on EMGS website and can receive SEV on arrival.
I am just worried about the delay.

They gave guideline to apply for student pass. I did exactly as it was written. I did not find it difficult.
