They also rejected my picture because background was not pure white. My university made an amandment request for the photo.

Go to any photographer and take a new one and ask him to give you the soft copy of it with the same sizes required and ask him to email it to you
Also you can do that by yourself by right clicking to the pic, choose to edit it on paint program and then resize it as asked
