The deferment letter has a new date for September entry on it can’t I use it for Val application

Hi emgs I deferred my admission from February intake to September intake so I was given a deferment letter by my institution can i used the letter to apply for a new Val with the previous admission letter.

There emgs my institution have applied for Val cancellation but it has not being please how may day will it take for my Val to be cancelled because u want to apply for a new Val so that inshallah I can resume in September.
