Hi Youcef,
The Immigration Department of Malaysia out the entry for new international students on hold until further notice. We are yet to receive an update with regard to the VAL issuance for new students since they are not allowed entry. We will notify institutions and students once we have received the information.

The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, at present, we are waiting for confirmation from the Immigration Department with regard to the VAL approval as new international students are not allowed entry into Malaysia until further notice. Hi! You should ask them at Malaysia Embassy there in Algeria. Tell them you’ve gotten your Eval & TA, they should be the one to provide you with all the necessary remaining documents.
