because I typed yes in all the boxes, but was still rejected. I just don’t understand why

Print out the health declaration form, tick the right response. Append your signature, scan it and convert it into a pdf file. Then send it the pdf file.

Same happened with me, you can try emailing the university with cc to emgs , and ask them to reply the message so it reaches to you and l emgs, to be assured and relaxed
