What your institute asked about your registration,
Are they giving you the registration or not
I advise you bro dont get defferment because if you get defferment then you should get exit from malaysia and also need to re submit your application for VAL-
Check your passport and tell me how much visa you got from immigration counter at the airport
They just offered may be 30 days visa so if you get deferment then how you will stay in Malaysia you should to get exit from malaysia-
Ask your institute about registration because you dont have any other option then that, if you get deferment it will problem for you my bro because the VAL u received is just valid for six month in next semester it will be expiry

My institution has advised i get my passport endorsed then i defer and return for the next intake

I think its not possiable how you will get student pass without registration,
Does it makes any sense that immigration will issue you a visa without registration

Kindly contact your institution and seek for their advice in regards to the deferment. As for the new VAL, the approval to issue the VAL is solely at the discretion of the Immigration Department.
