Hi Tanassanee,
If your Student Pass expires whilst you are outside Malaysia, you are required to apply for the SEV. This is applicable to students from visa-required countries. The SEV application should be submitted to the Malaysian Mission after obtaining the travel authorization and Letter of Approval (Entry Permit).
Have a nice day.

Hi Tanassanee,
The SEV should be obtained from the Malaysian Mission in your home country. Kindly refer to the Malaysian Mission for details with regard to the fees and application procedure.
The approval to issue you with a Student Pass upon your arrival, is solely at the discretion of the Immigration Department.
Have a nice day.
