Yes it’s possible, I received my Eval just 4 days February 14th. But it’s on rare cases to get that within a short while

Impossible, It may take 30 days minimum and 4 month maximum

I think for some universities you can allly for online classes if you have received EMGS approval letter. Check with your institution.
