We are unable to provide you with an exact date for the release of your passport, as the approval is solely at the discretion of the Immigration Department. Your institution will be notified once the passport is ready for collection.

The point you mentioned is in reference to local states (e.g. Penang, Kedah, Johor Bahru, etc). If your current pass expired during any of the phases of the movement control order, you can return to your home country without applying for a Special Pass.
