Hi Shareef,
You can only travel to Malaysia after the Immigration Department has issued the VAL. If you are from a visa-required country, you must obtain the single entry visa (SEV) once the VAL is issued.

Kindly note that as per regulation by Malaysian immigration, all international students should remain in their home country while waiting for the issuance of the Visa Approval Letter (VAL).
