I am planning to enter Malaysia, but I can’t stay for 14 days , so do you suggest me to show the SEV or I enter as a tourist and when I am sure if I am going to stay more than 14 days I enter on my SEV View

After my arrival I have to leave the country as it is emergency, what is the solution? The SEV is so you can enter the country. Your institution should then process your student/work visa once you arrive. Once you hand your passport to your institution, they’ll give it to the immigration. After the process, you’ll get your passport back along with a multiple-entry student/work visa.
