@abdirahman_32 Since you are changing from Language Centre to private institution, you are required to apply for a new application. Kindly note that you need to exit Malaysia and wait for the VAL whilst in your home country. The approval to issue the VAL is solely at the discretion of the Immigration Department.

Also what about public universities do I still need to Exit malaysia as you know there is travel restrictions.

@abdirahman_32 Applicants changing from Language Centre to any institution type are required to exit Malaysia. The application type will be new and not progression.

The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, at present, we are waiting for confirmation from the Immigration Department with regard to the VAL approval as new international students are not allowed entry into Malaysia until further notice. Hi Rashida,
The percentage indicates that your VAL is yet to be submitted to the Immigration Department. At present, new international students are not allowed entry into Malaysia until further notice. Your application will be processed further once the Immigration Department has confirmed the VAL issuance for new international students.

There is no approximate date as to when the Immigration Department will resume the process of issuing VALs to new international students. The decision is solely at the discretion of the Immigration Department.
