That’s weird,usually tuition is paid semester by semester and on registration day when you are already in Malaysia. Contat your university email and make sure there are no middlemen between you and them. But if they are asking something, I think you have to follow.

It’s better to contact the University directly, maybe that person is trying to scam you

Usually you just have to pay the semester’s fees (not the whole year) just before registration day and you’d be already in Malaysia.
