The percentage indicates that your application is ready for submission to the Immigration Department for approval. However, at present, the Immigration Department is not issuing VALs to new international students. Your application will be processed further once the Immigration Department resumes the process of issuing VALs.

But Sir Currently I am In Malaysia and I am already on my first special pass. If I don’t get the VAL now then what will I do ?
