You’ve to wait for it to get to 70% and if your country requires a SEV, you apply at the nearest Malaysia embassy or eVisa or online. If otherwise, you get a visa on arrival

You should try gather all the other requirements particularly for your SEV whilst waiting on their responses. Refer to the VFS Abuja website for the list of things you would need for your visa
