The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. I contacted them today on the same issue. They said that the immigration office is not issuing any new Val for new students. The application stops at 32 % (green) waiting for the immigration office approval.
@EMGS officer, if so ،for those who already have pay the fees for issuing visa what would happen. The application was pending depending on requesting some documents. Can you please explain
