Yes. Please check your status and you will see at the stage of 70% Your Letter is approved and ready for download. You uave to login from laptop/ Desktop otherwise you cant download.

No, you cannot download your eVAL as I suppose your VAL was approved before 15 October, You can get eVAL from your University. Ask them directly.
