No, you don’t have to, I will suggest you to go to a cafe and ask them to scan it for you, make sure its very clean and then send it to your uni and they will do the rest.

The notification means that your institute needs to submit a clear copy of your passport details page. You can rescan your passport details page and forward, the scanned copy to your institute.
