Hello Officer, do you know why my dependent pass application showing 90% and without dependent pass collection ready for institution? I provided all documents timely.

Due to this pandemic, collecting document from embassy isn’t easy. For my daughter application it was same result on EMGS. But when I go to University for update, they said application isn’t rejected, EMGS asked for documents and they sent documents but you rejected. But when I post here you are saying, institute doesn’t sent documents so you returned passport. Now I need to know why this is different? Who is responsible for my documents?
