Once the application has been submitted to the Immigration Department, there is no exact time frame for the issuance of the VAL. However, the approval is solely at the discretion of the Immigration Department.

So let’s say at an average it takes minimum 2 months for any given university to process visa. If that’s true then expected date of visa arrival gets to January 15. Maybe you should have applied for your visa by early November 😓
