please can I apply a new Val because I have got offer letter .

  Hi Raed,
  
  You can proceed to apply. However, at present, the Immigration Department is not issuing VALs to international students who are outside Malaysia. The approval to issue the VAL is solely at the discretion of the Immigration Department.
