Hi Qasim,
The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, the Immigration Department is currently not issuing any visa approval letters (VAL) for students who are outside of Malaysia. Kindly note that your application will not progress further during this period. As such, the status will remain at 32%. The approval to issue the VAL is solely at the discretion of the Immigration Department.
