No, actually it is recommended that you book tickets only after you have received VAL and SEV to avoid delay or cancelation.

Hello everyone .
My VAL was rejected for two times..
first one at 40 percent and the second one after the appeal letter at 60 percent
The reasons they said
Why didn’t I finish my studying in the first university
And the second reason is why I have not completed the foundation course at the second university

UCSI started studying foundation in science and I was still having 5 subjects to finish ,but when I knew that APU UNIVERSITY is going to allow me start studying degree directly and have a discount for Yemenis students, I withdrawn.

I think this could be suspicious to immigration considering that you changed universities without solid explanation and they’re not satisfied. If so, the University will send me my VAL although my val is in yellow and i can complete it once i get in malaysia right?-
Yes. Aftr 80% val required docs will be completed once we enter malaysia..
