I think we just need to wait for other SOP on returning students to be announced. As at now, I have tried registering with the ministry of higher education Malaysia as instructed but no link or any information to that

We are unable to confirm when the Immigration Department will resume the process of issuing VALs for students outside of Malaysia. The approval to issue the VALs is solely at the discretion of the Immigration Department.
