First of all, you should have left Malaysia by a checkout memo in order to leave properly and guarantee that you could re-enter Malaysia if you reapply for VAL. If this was not the case, then it is not guaranteed to get acceptance for new VAL. If you done so, then yes, you should reapply for new visa application. Good luck!

The VAL is valid for one-time use only. Since you already used the VAL to enter Malaysia and left without endorsing the Student Pass, you are required to apply for a new VAL. Print the VAL from website, not app. And if need, take a single entry visa and come to Malaysia

The application status is at 80% as we require your institution to submit your passport for the Student Pass endorsement. However, this process will be completed upon your arrival in Malaysia. In the meantime, you can disregard the status and arrange for your travel to Malaysia.

Your application was submitted to the Immigration Department on the 13th of December. The VAL approval process takes approximately 7-10 working days. However, the approval is solely at the discretion of the Immigration Department.
