Good morning Nichara. The answer is no. Even if you intend to go to Malaysia on a spcial visit then come back to your country. You cannot come to Malaysia without the VAL and sev.

The applicants are not allowed to be in Malaysia during VAL processing as this may affect the processing of your application.
