question if student who got val approval document and didn’t send his passport to immigration wants tochange study program is he required to apply for visa on old offer letter for old program and after that apply for new visa on the new program? View

If an applicant is holding a VAL but decides to change the course prior to the endorsement of the Student Pass, the applicant will be required to apply for a new VAL with a new offer letter.
