My application has been stuck 32% since august so wait for the emgs announcement on 31st december for any updates and hopefully not but if they say we are not allowed then start your classes online, your university will update you on how they will start the classes. Please be informed that the Immigration Department is not issuing VALs to new international students who are outside Malaysia. We will only be able to advise once we receive further instructions from the Immigration Department.

Hello, i’m also a new student in one of Malaysia’s public university. I think you need to check with the uni, because for what i know, this 1st semester will be fully online, including the registration. So you only need approval letter from EMGS and not VAL. I already received my approval letter even though my visa progress is only at 32%. I hope it helps.
