Hi Muhammad Ismail,
The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, at present, the Immigration Department is not issuing VALs to international students who are outside Malaysia. Your application will be submitted to the Immigration Department once they resume the process of issuing VALs.
