Is the immigration process start in Malaysia or when immigration offices are opening there?

  Yes all government sectors are fully open , means that immigration department operate fully

  The Immigration Department offices are open. However, the Immigration Department is currently not issuing visa approval letters (VAL) to students outside Malaysia.
