How I can know it’s final or not

You need to mail emgs to know if it is final or not. Also if your val is ready it will mentioned on it.

@Ban if the reject don’t mark as final your university can do appeal

in the process of submitting application to the Immigration Department of Malaysia for approval.
How long time it will take to submit and approval?
