I faced the same problem with my photo (my personal photo not the one of the passport), my photo background was not white enough to meet the requirements so I had to change the photographer and it worked. You should try another photographer who is better and tell him about the requirement.
Actually, my application was cancelled (but this was before the creation of my record, which means before I could check my application percentage). So, I had to create a new application, but a person here told me that he faced the same thing and it was possible to just email the new photo to EMGS to gain time. You should ask EMGS if you’re facing the same problem
They rejected because the background of the photo must be pure white
